Grid Focus LLC is a partnership between industry veterans Andrew Art and Donald Morrow, both of whom have many years of experience providing services for utilities, municipalities, independent system operators (ISOs), developers, regulators and other industry participants. We have helped educate and train clients in a variety of areas, including renewable energy integration, system resiliency, open access transmission tariffs (OATTs), interconnection agreements, business practices, energy market expansion, energy policy, transmission development, technology adoption and reliability compliance.


Andrew Art is a Founder and Partner at Grid Focus LLC. Andrew trained as an attorney and practiced law for 19 years at two Washington, D. C.-based firms. Andrew’s legal training focused on federal energy law, administrative law, regulations pertaining to municipal utilities, and electric reliability compliance. For the past three years, Andrew has served as a consultant helping clients track and review emerging developments in western markets, evaluate market participation opportunities, implement new wholesale services and develop business practices to remain compliant with federal, state and local rules and regulations. Andrew frequently provides training to clients on the requirements of federal energy regulations. Andrew speaks regularly on emerging trends in energy regulation and reliability compliance affecting municipal utilities.


Don Morrow is a Founder and Partner at Grid Focus LLC. Don has worked exclusively in the energy industry for over 3 decades and brings a unique combination of technical knowledge and business strategy experience. Don has advised clients in utility business models, renewable integration, organizational design, energy policy, technology implementation, system operations, system planning, grid resiliency and NERC compliance. Don has been in consulting since 2006, providing consulting services to his clients and as a senior manager overseeing service offerings and project quality.

Don began his career at Madison Gas & Electric Company where he started as a member of the EMS installation team and ended his tenure as Senior Director, Systems Operations overseeing the operation of the MGE electric and gas systems. Don was part of the formation team to create American Transmission Company a for-profit, stand-alone transmission company in the upper Midwest that merged the transmission systems of 5 companies into one. At ATC, Don served as Director of System Operations where he was responsible for leading the system operations department during start-up. He also served as the Director of System Planning & Protection where he oversaw the system planning activities and was responsible for the annual transmission capital budget and the 10 year capital forecast.
